How can I exclude Nonworkers from getting a benefits relationship?

Summary:

Currently, when i add a contingent worker it does not trigger a benefits relationship. However, when I add a nonworker it does trigger a benefits relationship. Where can I configure it so that neither trigger a benefits relationship at all? We have tried looking at the eligibility profiles with no real success.
