Cannot Delete Boot Volume in Free Tier - with error 'Attached to Instance'

Summary:

I'm on OCI Free Tier in the ap-hyderabad-1 region. I terminated all instances , but on deleting a boot volume shows an error: "may not be deleted while attached to an Instance." Tried UI delete, CLI detach and, waited over 8 hours.
