Uploading Images in Offline Mode

While uploading images to a Property defined as Property Type - file, GUI : Image Element in Offline mode or with poor network connectivity, what are the best practices?

Our techs have used offline mode and sync'd data in the past, we introduced an option to upload pictures and while uploading pictures in an area with limited network (certain Downtowns or underground garages) - our Techs see the spinning wheels. In order to not slow things down, they move on to the next task and upload picture files from their photos directory instead of uploading pictures directly from the phone photo app.
