Adding a contact during OE error- Participation process is currently evaluating the procedure error

When manually adding an OE LE to people during OE testing, I noticed the below error is seen any time I'm adding a new contact in the Verify people you'd like to cover section of the enrollment. If I then go back and void the OE LE and add it back, it processes (the person is then already there from being added in the first round), but I can not get the event to correctly evaluate if I add a person in that same flow. Would love any insight.
