Fast formula to determine the action for Move to HR

Summary:

We have a requirement to develop a fast formula which checks what action was taken, so the relevant journey can be assigned only for that specific action.

Scenario: A person has been transferred and 'Move to HR' action has been performed, when this is done, the formula should check if the action 'transfer' and allocate the journey accordingly, i.e, before the transfer action on Move to HR page.

If anyone has worked on similar requirement/ formula, can you please share what worked for you in this case?
