How to add the bank account that's already been created and linked to a customer? I can only see it

Summary:

Can't find the external bank account that i have created in the payment instruments section in Manage customers page . But I can see it's linked when i try to add one payment instrument . All of em are created using SOAP web services . FYI : I did not create a payee . Do I have to create one?
