Can't create new compute instances (always free tier)

in OCI - General

I had to terminate 2 of my old compute instances as my ssh terminal timed-out while connected, and I had no way to re-connect, it would ALWAYS error out, not allowing me to re-enter.

Now I can't create new instances even if I'm within the free-tier limits.

It's been more than 6 months of waiting, and the portal just says "API limit reached. Cannot create instance in this region. Please wait for a while."

What do I do now? How do I create a new instance?
