Getting error while uploading Birth/Marriage certificate in Benefits Self service page

While uploading marriage certificate through pending actions in Benefits self service page , i get this error - You don’t have access to create a document record for this document type and also, i am unable to see document type and description, but the same role/employee can upload in responsive pages. Can anybody suggest if it is missing privilege from Employee role ?
