Cant create a VM for the past 8 months

Content (please ensure you mask any confidential information):

my issue is that for the past eight months I've been trying to create an Ampere A1 instance (Ubuntu 24.04) VM.Standard.A1.Flex Always Free-eligible from 1 OCPU through 4. Below the Placement tag, there's a warning: "Warning: You can create Ampere A1 compute instances in any availability domain. You can create instances using the VM.Standard.E2.1.Micro shape in the vzHg:EU-FRANKFURT-1-AD-2 availability domain." However, when I try to create it, I get an API error stating it's out of capacity or something similar. This has been happeing for the last 8 months i have tried creating a VM almost every single day.
