Country Specific field changes on Express and Advanced mode

we are currently in UAT week for our client. During Migration review by Project Admin and HRIS leads they had a question on our development approach. For example, we had chosen Advanced Tab to make country specific fields and Regions changes.  Though we see the same country specific rules under Express tab.

Advanced mode

Are there any differences in these rules defining under Advanced tab or under Express tab.Is there any impact in using advanced mode for country specific rules as this puts on hold our migration for UAT and this has become URGENT request.
