Notification to technician on rescheduling an activity

Summary:

We have a requirement to notify a technician when an activity in their queue is rescheduled, we tried achieving this through message scenario (collaboration)

The issue is that the available launch conditions relevant to ETA are triggered only the first time an activity is rescheduled that too for a particular timeslot

this means any reschedule notifications after the initial one within a particular timeslot get missed out.

Is there a way to make sure the technician gets a notification each time an activity is rescheduled (not just the first time) ?
