We have the same requirement.

Enterprise onboarding step 1 - to be assigned when pending worker profile is created

Enterprise onboarding step 2 - to be assigned 3 days before hire date Wherein the hire date of the employee is start date of employee.

Enterprise onboarding step 3 - to be assigned on the actual hire date of the employee.

Preboarding is working as expected

3 days before hire is not working as expected, it has to trigger only 3 days before hire date
