How to trigger Journey after creating a Pending Worker via HSDL

Summary: I have set up a template to create a Pending Worker using HSDL. After uploading the data, Journeys is not triggered. I have the Journey configured to be triggered on 'Add Pending Worker'. Why isn't it triggered? Since Journeys is not starting, how can it be started/triggered?
