Instance is stuck in "Terminating" state for days

Summary:

I have a Compute instance which got stuck in the "Terminating" status since 3 days. Note that I'm not talking about the final "Terminated", but "Terminating" as in progress of termination. And it's basically impossible to do with it anything further. I tried triggering termination again on it both through the UI and API (using Terraform) - no luck.

I'm pretty much out of options at this point. I saw a similar thread here. And as I understand Oracle employees occasionally read these and help with these issues, so I would hope my message would get noticed too.
