benefit enrollment issue

Hey,

We are having an annual enrollment window when users can choose their benefits. That window lasts around 2 weeks. Normally we had a ,,freeze'' (agreed time of no actions) for HR actions during that period ( like changing pensions, adding benefits outside of the users scope of choice etc).

Now we are testing on allowing HR's on doing the actions.

The issue we have I can describe with a scenario:

1. We are opening the enrollment window
2. HR user enters the employee's benefits and does some changes ( through the opened open life event) and submits them
3. Employee enters his enrollment window, adds a family member, potential life event family change is created
