unable to edit in national identifier in redwood

Summary:

While editing National Identifier it gives the Benefits Administrator an error that " Sorry, you dont have permission to perform this action". it allows user to create the contact and view the contact. While checking the role it has both View National Identifier and Manage National Identifier roles assigned through the data role. it seems that it is related to security and not sure if it is bug. Please advise we are on 25C redwood in PROD.
