Restrictions tab in enrollment page in oracle fusion benefits

I want to understand in a better way the restrictions section in the enrollment page of the program configuration. What are the scenarios for which we set up the default enrollment rule in the restrictions section and not in the Plan type or Plan level.

And any possible cons for this approach of setting the default enrollment in the restrictions tab and not in the plan type level.
