Maximum and Minimum restriction in designation requirement not working in a similar Fashion

Summary:
The minimum and Maximum restriction in the allowable dependent designation setup is throwing error in different stages of enrollment.
The Minimum requiremement throws error as soon as I click save in the page. which is a good place to let the the user know that they need to select a dependent.
if I select 2 spouses and click save no error is received .
Click on submit and the error will come:
Can we move this error to the same place where the minim error is throwing.
Please advice.
