The system allows saving duplicate numbers without displaying any warning message. Can you please tell us why system is not throwing a warning message ,when the validation level is set to “Warning”?

We set validation level to "Warning" for a country under task Manage country default controls to check whether we are getting warning message while trying to store same tax registration number for the customer which is also the supplier with same details already created.
