Can we customize Manage Customers screen to make it view only

in Receivables & Collections

Summary:

We want to provide access to users to be able to search customer details but not create.

Manage customers currently allows a user to create customer accounts.

Is there any other way to make the screen view only? or any other customer screen or dashboard?
