Unable to attach multiple documents for a particular certification type

Summary:

We have situation where participant experience 'Loss of external coverage' or 'Gain of external coverage' .

During each enrollment update with these event we are expecting participants to provide proof of external coverage certificate to trigger and documentation to be loaded for the same.

Now Issue is we are not able to upload new documentation as it shows an old document uploaded and approved.

We require participant to load new document with the occurrence of life event and change in enrollments.

Could any guide us on the same.
