Can the eligibility criteria assess the performer of the journey instead of the task owner

Summary:

We have a requirement where we want one common journey for 4 departments.

The tasks involve the employee, line manager and a specific budget holder from each department. Ideally, the 'budget holder' task needs to be sent to the budget holder from the correct department based off the employees department. Is there any way to do this?

Its my understanding that only way that eligibility criteria work is by assessing the performer of the task so I'm not sure this is possible.
