Rates are recalculating after submitting elections

Our rates are getting recalculated after employees submit elections. We do not have any Post Election Edit FFs or Rate Periodization FFs on rates.

Here is the history or sequence of events: by the time a life event, for example, "Marriage" is evaluated, the entire pay definition for FY '25 is not setup. There were only 16 pay periods setup and the system, of course presented the costs (Annual amount/number of pay periods in the pay definition), correctly for the employee during enrollment. The remaining pay periods were setup two weeks after the life event is evaluated and when the enrollment period is still open.
