How to assign the journey for all the time for employees

Hello,
We have a requirement to make the sections like Family and Emergency Contacts and DOR together so that whenever employee enters dependents passport and visa details at the same place can upload the documents also. Since from UI it's not feasible we are coming with Journey Template approach, where will have one Application task which will let them to enter details and another DOR task where they will upload documents.

However, we want this journey template to be auto assigned to identified set of employees all the time, just like how recurring journey for Survey type is scheduled. Is there any such option or any inputs will be helpful.
