Does a user need to have manage journey priviledges to view preceeding task information

Hi there,
We have configured a journey for employees to request non-catalogue learning. There is a task where an employee adds the information for the learning request. The next task is the budget holder approval task which we are anticipating would be reassigned to budget holders within the organisation, who are likely to just have employee access. In this task we have configured the 'view preceding task' option however this button isn't showing. We have added a 'preceding task' and set the 'display preceding task' option to yes.
If an employee doesn't have manage journey privileges, are they able to 'view preceding task' details?
