Journey triggered to incorrect recipients for secondee promotion

Hello,

This is related to promotion for secondees. In my organization, promotion for secondees will be updated in both Home and Host assignment by respective local HR. We are using action reason to trigger the promotion. There are two separate promotion journey for each country with specific eligibility profiles attach to it.

However, when promotion is made and journey is triggered, HR from Home and Host country received two separate journey notification for both Home and Host country. How do I restrict for the journey to be triggered to only the respective Home/Host country who updated the promotion (based on the eligibility profile attached to the journey).
