Automation Feasibility for Benefit Balance Load for Newly Eligible Employees

Our client wants to automate the Benefit Balance Load process so that balances are loaded automatically whenever an employee becomes newly eligible.

Has anyone implemented this, or is there an Oracle‑recommended approach (HDL automation, REST API, scheduled jobs) to support this requirement? Any guidance or best practices would be very helpful.
