New account still in provisoning

Hello,
Created account a few days ago, still in provisiong, i can't upgrade account to a payed one.
Live chat instructed to open a support ticket, but with the new account (free one, atm) i'm not eligible to open a new request, i'm instructed to upgrade account, which i can't :)
