Journey REST API Errors

Summary:

We're looking to programmatically create new journey templates and assign them to workers. To test this, I've created a user with the appropriate Journeys permissions (per the API documentation). I've also added the "Manage Worker Checklist" role and the "Allocate Checklist to Worker" privileges. I'm getting a couple of different errors for the different API endpoints.

First, if I try to create a new Journey template via the /hcmRestApi/resources/11.13.18.05/journeys endpoint, I get the error "You can't create a personal journey because your user name isn't associated with a person ID. (PER-1532704)." Can Journey templates be created programmatically in the way I'm attempting or will that need to happen through the UI?
