Need assistance to prevent employees selecting Parents and In laws combination as dependents

Summary:

HI Team,

We have a business requirement to display an error message when user selects both Parent and In law combination while enrolling dependents on benefit self service page.I have developed post Election edit formula and attached at Benefit plan level.But it is triggering error message when the benefit admin tries to add and evaluate life event for the employee.I have attached my Fast formula here.Please check and assist further.
