Basic Life Minimum 1 Beneficiary Error

Summary:
Basic life has requirement to designate minimum 1 Beneficiary for that we created a formula which is validating as expected while submitting enrollments.
Basic Life plan is enrolled by Default. When Employee adds contacts under People to Cover and tries to click on Continue, Minimum 1 Beneficiary Formula is erroring out and not allowing user to go into enrollment page itself. Benefits Admin is not facing the same error.
