Day 1 Journey not being triggered to past hire date employee

Hello,
We have a case where a past-hire dated employee is still showing as Add Pending Worker, and the record has not been converted to an employee even though the start date is already in the past.
As a result, the Day 1 journey is not being assigned to this individual because allocation criteria is 'when action record becomes effective' and action is set as 'Hire'.
Could you please advise how we can validate or correct this situation so that the pending worker is properly converted to an employee and the relevant journeys are triggered?
