HSA communicated amount calculation issue

We are processing open enrollment in physical year jul-2026.

For HSA plan rates, the value passed to payroll is communicated amount and in element frequency rules, first two periods are checked (excluded). Communicated frequency is 'Per period with element frequency rules' .

with this set up, communicated amount should be annual amount divided by 24. However, it is calculated with 25 pay periods i.e, annual amount /25.

We have same set up configuration for medical plan rate, there the communicated amount is calculated /24 only. Could anyone please confirm if we are missing anything here.
