Dispatcher approval option to transfer Activity with skills and zones mismatch in collaboration?

In Oracle Fusion Field Service, we are using Collaboration to allow field resources to coordinate and, where appropriate, transfer activities to another resource.

We understand that the system enforces validations such as:

• Work Skill mismatch
• Work Zone mismatch
• Activity Type configuration (Allow move between resources)

However, our business requirement is to ensure that field resources cannot directly transfer an activity or inventory that does not match Skills or Work zones unless a dispatcher or supervisor approves it first
