Onboarding Process for Re-Hire case

Summary:
We have a requirement to assign an onboarding journey for rehire (ex-employee) cases. However, we are facing challenges with the standard system behavior.
For rehire employees, the user account already exists in the system, so the user account creation email is not triggered.
In addition, the onboarding journey assignment notification is not being sent to home email address because a work email address is already present in the person record. As per Fusion HCM functionality, notifications are sent only to the work email when it exists, and the system does not send notifications to the home email in such cases.
