Need to Auto Enroll / Decline HSA plan

Summary: we are rolling out Benefits for one of our US customer. Their requirement is to automatically decline or enroll in HSA plan based on their HSA related Medical Plan option. usually we handle this through Post Elect at the time of submission.

in this scenario they wanted to enroll or decline based on the Medical HSA Plan and not at the time of submission but upon election. For example, when they move from HSA Medical plan to Highly Deductible Medical Plan then it should automatically change the HSA from Enrolled to Waive HSA option or plan. is this achieveable through configuration or through FF before the user leaves that Train stop.
