Unenrollment dependent's certification

In Brazil, ANS (the national health regulatory agency) requires a formal document to validate every enrollment and waiver in health plans.

SETUP: We have a certification requirement configured for employee enrollments, which is working as expected for both new enrollments and waivers (we have created a specific 'Waive Plan' for this scenario).

However, the behavior is different for dependents; there is no certification configuration available for waivers (the configuration options only exist for enrollments).

Example:

An employee enrolled along with their dependents on 01/01/2024, with coverage starting on 03/01/2024.

This generated an enrollment suspension (action item) in the plan

However, on 01/12/2026, when de-enrolling the dependent ' CARLA GOMES DA SILVA (Filho(a))', I am unable to generate a pending action/certification
