Does any field Override "Gender" field on ACA (1094/1095) Reporting?

Summary:

On the Benefits Contact page (Before You Enroll flow), the Gender field currently displays three values: Male, Female, and Nonbinary. Our business requirement is to restrict this to binary values only (Male and Female), since only binary gender structures are reportable to the IRS for ACA (1094/1095) filing and to health insurance carriers/vendors.

The straightforward approach would be to disable Nonbinary from the lookup (likely GENDER lookup type). However, this would remove the value globally — including from the Family and Emergency Contacts page — which is not desirable, as that page has no ACA/carrier reporting dependency and should continue to allow all three values.
