Compensation Calculation Formula Returns 0 for Self-Assigned Life Events

Summary: This formula is used to calculate salary across multiple assignments. Formula must loop through all active assignments of an employee and sum the salary. This is attached to derived factor used for benefits coverage calculation.
Formula is returning correct salary value when the life event is processed from benefits specialist login, but it returns 0 value when employee submits a self-assigned life event. I tried by replacing the DBIs with a value set, but the result is the same.
Can someone please confirm if the formula logic is correct or provide suggestions on how this requirement can be handled.
