Deleted Benefits Relationship Reappears and shows as if it has never been deleted

Summary:

I am trying to Delete a Benefits Relationship on an employee's record (of an employee who has 2 Benefits Relationships), which I can do either by pressing Delete on the Benefits Relationship itself within the employee's benefit record or by running the Delete Person Benefits Diagnostic Test. Both show that the Benefits Relationship has been deleted, and the benefits record shows no Benefits Relationship.

However, when I press Refresh on the Benefits Relationship page, both Benefits Relationships reappear, and appear as if they have never been deleted. I have Purged all history on their record, deleted prior Benefit Balances, etc.
