Customer contacts import error

Summary:

"The reference to the HZ_ORG_CONTACTS parent entity that uses identifier column ORG_CONTACT_ID isn't valid."

how to resolve this error and what is the reason for this error . This error occurs while loading Customer simplified data.

Please suggest any ideas or workaround.
