Unable to create VM.Standard.A1.Flex – Service limit exceeded but usage shows zero

edited 11:12AM in OCI - General

Hello,

I am using an Oracle Cloud Free Tier account and I am trying to create a VM.Standard.A1.Flex instance, but the creation fails with the following error:

The following service limits were exceeded:
standard-a1-memory-count,
standard-a1-memory-regional-count,
standard-a1-core-count,
standard-a1-core-regional-count.
Please request a service limit increase from the service limits page in the console.

However, when I check the Service Limits / Usage page in the OCI console, it shows that I am not currently using any A1 Flex resources.

For example:

  • A1 core regional limit shows available capacity
  • A1 memory regional limit shows available capacity
  • Usage is 0 for all related A1 Flex limits
