Best Approach for HSA Contribution Calculation When Prior Contributions Exceed New Annual Election

We would like to understand Oracle's recommended setup or best practice for the following HSA contribution scenario.

We observed that when an employee changes their HSA annual election to an amount that is less than the total amount they have already contributed for the year, the system calculates the remaining contribution as $0. From our understanding, Oracle is considering the employee's year-to-date contributions and determines that the employee has already contributed more than the newly elected annual coverage amount.

However, our client's business requirement is different. They have configured a maximum annual HSA contribution limit of $3,350, and their expectation is that employees should be able to continue contributing as long as their total year-to-date contributions do not exceed this maximum limit, regardless of whether their previous contributions have already exceeded the newly elected annual coverage amount.
