Reducing VM.Standard.A1.Flex OCPU to 2 and Memory to 12GB

Hello to you,

I got an alert that my instance was stopped because of new imposed limits and I tried editing it to reduce this but got this error.

API Error

Instance ocid1.instance.oc1.phx.anyhqljrddqib4qcmgn45kmipztw6cm4dd3tpnsoojezhytbhsuorwqxkooq is disabled and will not accept any action requests. Please contact customer support to reenable.

The instance already has a lot of my information, is it possible to edit it to reduce the count and ram?

And if not, is there a way I can access the information in it to back them up and move?\
