Journey Allocation

Summary:
We need to allocate Journeys to specific person types while restricting them for others. We created an Eligibility Profile and assigned it under the Add Contingent Worker action in the Journey template. However, the Journey is being allocated to all users instead of being restricted according to the Eligibility Profile.
Could you please clarify how Journeys can be allocated only to a specific set of person types and excluded for others?
Additionally, does the Eligibility Profile get overridden at the Journey template level, or are there any other Journey configuration settings that could be causing the eligibility criteria to be ignored?
