Billing address mismatch error blocking OCI upgrade to Pay As You Go,no fix for Individual Accounts?

I am trying to upgrade my OCI account from Free Tier to Pay as You Go but it keeps failing with this error: Billing Address doesn't match information from your credit card provider. Please edit your payment method to edit your billing address. If you continue to encounter the error, please reach out to your issuing bank.

My account was created with a Bangalore address, and I have since moved to Hyderabad. I have reentered my payment method with a matching address and used a valid card and it was added successfully but when i click Pay as you Go, the error still persists.
