I've been unable to complete Oracle Cloud Free Tier signup from Vietnam for several days. The states?countryId=VN request returns HTTP 400, and the final createAccount request also fails. The states?countryId=VN even fail before i entering any card/payment information. The form does allow me to manually enter the city/province afterward, so I can continue, but the final account creation still fails.

What I've ruled out:

  • Card is valid — the $1 authorization/refund completed successfully
