Summary of Elections at Open Enrollment is not triggering newly added template

in Benefits

We have added a new template along with the Seeded one. So currently we have two templates.

After 26C upgrage, When an employee submits enrollments, this alert triggering only the seede one but not the custom.

But before 26C, this alert triggered two templates as expected. one for employee and the other for Admin.

Is this issue happening after 26C?
