I've been trying to sign up for an Oracle Cloud Free Tier account from Vietnam, but the account creation fails after successful payment verification.

A few details that might help:

  • My physical bank-issued card was successfully verified twice, with an SGD 1.38 authorization transaction each time.
  • The account was not created after either verification attempt.
  • The signup page now consistently returns: "Forbidden - The number of requests has been exceeded. Reload the page or retry the operation. If the problem persists, contact Oracle Support."
