Always Free A1 instance disabled – unable to resize from 4 OCPU/24GB to 2 OCPU/12GB

My Always Free Ampere A1 instance was administratively disabled after the recent change to the Always Free compute limits. The instance is currently configured with 4 OCPUs and 24 GB RAM, and I am trying to resize it to the new Always Free limit of 2 OCPUs and 12 GB RAM.

Region: eu-marseille-1

Shape: VM.Standard.A1.Flex

Current configuration:

  • 4 OCPUs
  • 24 GB RAM

Target configuration:

  • 2 OCPUs
  • 12 GB RAM

Current state shown in OCI Console:

  • Stopped
  • Administratively disabled

When I attempt to resize the instance, OCI returns:

“Instance is disabled and will not accept any action requests. Please contact customer support to reenable.”
